Looking For Advice (Webmaster)

I have just purchased a cool domain name that I want to make active in July.The problem is I have no idea how to run html.When I try to learn it I get confuzed very easily.

If I payed someone like between 200 to 300 us dollars for someone to just design the site what kinda site would I get?

If I payed 200 monthly to maintain the site what would I get?

I would prefer to have a webmaster...I wanted to work with someone outside the united states but it's looking very unlikely that will happen.
